What does that MEAN? Overseas, I understand that. It means that if you are from Mexico or Canada, you are free to do what you want. Contingency means "an event that may but is not certain to occur. So events "could" just cease to occur. Is that what you mean? Operation means a procedure, a process.

So, as you can clearly see. We don't have a clue what we are doing.

Obama recently compared his bowling to Special Olympics. If he thinks that is funny he should see what I think of his administrations economic policies.

Many thought Obama would be incredible (definition 2 : amazing, extraordinary) and govern from the center. I wish more people believed he would be incredible (definition 1 : too extraordinary and improbable to be believed). Only one group would have been right.
